There are countless specifications in this area. It takes nothing to create a spec, and even less to put 'WS' in front of it and make it look official. It means nothing unless people use it. ... What matters is people writing software that uses XML. If the spec doesnt get you closer to that, its not that relevant.I believe this sentiment echoes many of the comments I posted a few days ago too.... When authors create XML specs that are too complex, fewer programmers will embrace XML.
... If people understand [a spec], if it has use by humans, it will succeed.
